when a university says "If you have completed fewer than 30 credits of college-level academic coursework, you must also submit an official copy of your high school transcript." does it include the ones in progress because by the end of my freshman year i will have 30 credits but only 15 when i apply. so do i have to submit a high school transcript?

You should since they may not get those newer grades in time. If they have to base their decision on your academic ability off of basically 5 or so classes, you won't have a very good shot.

Yes, I think a hs transcript is required for anyone transferring to just about any school after only freshman year. My S applied to quite a number of schools and every single one wanted the hs transcript.
