<p>Almost. I have seen merit-based scholarships for full tuition, room, board and books. <p>You could get an on-campus job to help with incidentals, but a job is not going to cover the cost of relocating to the US, health insurance and living expenses.</p>

<p>The University of South Carolina’s McNair Scholarship provides in-state tuition + $15K a year. If you also are a National Merit Finalist, you get an extra $6K a year. Together, you pay nothing. Plus, you get guaranteed admittance to the Honors College (average R+M SAT = 1427; average weighted GPA = 4.51).</p>
