Full-ride scholarships with low GPA

Are there any full-ride scholarships for students with a low GPA? My senior year GPA is a 3.7 and my junior GPA is a 3.5, but it was lower in ninth and tenth grade due to private situations (my mom was about to die) making for an overall GPA of 3.0.

1400 on SAT and 116/120 on TOEFL. Great ECs, multiple hooks. Also first-gen and international.

I’m also half black, so I’d like to go to a college where racism isn’t predominantly present.

Please help!

Full ride scholarships are rare and even more so for International applicants. Check each site to make sure that International applicants are eligible.
