This guy I know is neither a US citizen nor a permanent resident. However, he, a pre-frosh, told me he pays no dough for his tuition because he received a four-year full scholarship. And he said it’s a merit scholarship. I didn’t know Ivy League universities had merit scholarships. How do you get chosen as a full scholarship recipient?

If he has a merit scholarship, then the money does not come from Brown. It is possible that he got money from another source and used it toward his Brown tuition.

he said he got it from our university! He's not a kind of dude who lies.

Then either it wasn't a merit scholarship (he was awarded the money based on financial need), or he's not telling the truth.

as far as i know, he's not eligible for financial aid, and his family isn't poor at all. WEIRD WEIRD WEIRD!

There are a small number of endowed scholarships which may be based on things like national origin which may provide more lattitude than others

ugh yeah, that is just weird. Usually without permanent residency, you don't get a thing...or so I heard from my all-ivy-friends-who-are-all-international.
