Full Scholarship.

Does Luther College offer FULL SCHOLARSHIP to internatioal students?

Check with the college website, mail them and ask. Though ... I highly doubt.
PS: Which country are you from?

Luther College has only limited financial aid funds available for international students. We are sometimes able to fund up to between one third and one half of the total cost of attending Luther, but we do not offer full scholarships for international students. Funds are awarded for full-time study during the nine-month academic year on the basis of academic performance and/or family financial need, and the aid package usually combines scholarship or grant money (which does not need to be repaid) with on-campus work.

Next time, please look on the website yourself first before asking us to do it for you.

Cool! B@r!um made a fool of me too! :P

I would never do that ;) You just said "look it up yourself", and I said "you should look it up yourself, but here's the answer anyway." We basically gave the OP the same reply, except that I had 3 minutes to kill until my laundry was done :)

For B@r!um: I locked in Tufts and Lafayette for sure, I'm liking them a lot! Not pretty sure about Vanderbilt, any ideas?

This thread anyway has no use now, so I can gleefully hijack till shamed has any more queries!!
