Fundamental transfer Question

<p>Hi guys , I have ended from one of the world class universities in the world to the a domestic university in India which I hated most I could go to.So now , I just want to transfer to any other university in the world and this year I had financial problems so I couldn't attend McGill which provided me all sorts of scholarship.</p>

<p>My question is,(PLEASE ANSWER THIS ONE)
The university I am going to does not have a credit system so can i transfer from this university as a international student?Do I need to go to a university with credit system?</p>

<p>Secondly,I am looking out for good computer engineering school with low coa like Cal Poly San Luis Obispo or some university which provide financial aid for international transfer(i know none do and I am not someone of MIT caliber but still even if I had a shot at it you know.I got in purdue,Twin citis,A&M so I could try for such schools).It did be great.</p>

<p>Thirdly,This school is damn easy for me to score good gpa so what should I focus on to become a ideal transfer candidate?My high school record is good not impressive and ec I had none.</p>
