<p>^ yeah that was what I was told. Notice that I emphasize the word told. I applied to graduate school so I did a lot of research on the stuff. However I did not apply to EECS so wait for someone who actually did. EECS are usually very large departments at schools like UMich, funding for international students might be scarce. Check on how UMich funds international students on their website they give all the info.</p>
