Gap year question

Could not find the answer to this in a search of CC.
If students decide to take a gap year and NOT apply to colleges, do they need to retake the ACT or SAT or are just the older scores sent when they do apply. (This is not a student who has been previously accepted to a college and then requested a deferred year - rather one who has never applied).
A second question - if this student takes a class at a community college or local state college as a non traditional student, does he need to send a transcript of that class's grades when he does apply to regular colleges after that gap year? Thanks

No and Yes.
