<p>Yes, you can apply online and have your recommender and nominator complete their sections by mail. Or vice versa. As long as each section has your full legal name and SSN, either online or mail is fine. Do keep in mind the different deadlines though: December 31 for mail and January 11 for online. Make sure each section is completed by their deadlines.</p>
