General Bachelor's, Specific Master's?

So, after looking around at boards/articles for a while, I'm starting to wonder if it's better to get a more "general" engineering bachelor's (mechanical, civil, electrical) and then pursue your more specific interests at a master's level (biomedical, aerospace, geophysical, etc). Is this really the case? I know I want to go into engineering, and my two top choices are biomedical and aerospace. I know they're wildly different, I just generally have a broad range of interests...and still have a couple years before college to figure it out. Would it be best to get a mechanical engineering bachelor's degree and then a master's in a more specific kind of engineering, or is it really worth it to get a more specialized bachelor's? Also, is it worthwhile to pursue a PhD in engineering? I'd like to be involved in R&D, but will a master's serve just as well? Thanks!
