I think you have a very good chance. If you are full pay, your chances will be higher. Polish your essays, and try to stand out in a good way. List some leadership positions as part of your ECs. Good Luck!
Hey! Georgetown is actually need blind admissions, so even if you can’t pay everything, it shouldn’t affect your decision at all if you are in the US, which you are.
