I have a lot of awards and other minor clubs I'm apart of, but most are unrelated to the major I plan on being, which is obviously Poli Sci.

I'm aware that my test scores are very low and it appears that my GPA is low, however my highschool is 14th in the country and very competitive.

What are my chances?

I think at this point, your strengths clearly are in your extracurriculars. I am uncertain what your GPA is as I am not familiar with the acronyms GAP and HPA. But I will say, while going to a competitive high school may make up for the GPA if you are near top of the class, it may not mitigate the standardized test scores which are slightly low for the schools that you mentioned. Being from out of state will make it more difficult for schools like William and Mary and UVA. Have you applied to some less selective schools? American University may be a good option. I hate to say it, but many of those are likely to be reaches. If your school uses Naviance, you can compare yourself to past applicants that have gotten into these schools and therefore know how much the school impacts admissions.
