Georgia Tech Chances

I am interested in Georgia tech, and am wondering if I could be accepted. I am out of state though, would it be a lot harder to get in? I have heard that it isn't. I am a junior in high school and want to go to school for BME.
I took the SAT for the first time and only got a 1930 (1320 on the old chart). I know I can bring this score up though. I am taking the ACT and have gotten in the 30s on most practice tests. My school does not give weight to GPAs, so mine is only about a 3.7. I am taking one AP this year and four next year, other than that a majority of my courses are honors. I am also a year ahead in math, science, and Spanish. I am a pretty good artist and have gotten some awards for my work...
I participate in Science Olympiad and am/will soon be the captain of my school's FRC (FIRST Robotics) team.
Also, I am doing a research project related to BME at RPI's biotech center.
Thanks for your help!

It used to be harder for OOS to get in, but now the admit rate for in state is actually lower. The Hope/Miller scholarship program has greatly increased the in state demand.

Only 27% of enrolled class had GPA less than 3.75, so you will need a good test score and EC story to have good odds of admittance.

Thanks so much for the feedback. So I should shoot for a 2100 or so on the SAT? What really killed my score was an awful 610 writing, which I should be able to bring up.

get higher SAT; like 2050-2100+ would be acceptable.
