My stats are a 4.56 weighted, 4.0 unweighted GPA.
I have taken AP World, AP US(5), and AP English Lang & am taking AP US Government, AP Calc AB and BC, AP Lit, and AP Environmental Science.
I’ve taken the highest course level for almost every subject offered except for science, opting to do honors bio, honors chem, honors physics, and then ap environment. instead of taking all of the ap’s
a 28 both times i took the act and a combined 30 with all of my highest scores put together

I would be either applying for mechanical engineering or public policy! I’m just worried about acceptance!
Do you live in Georgia?
Engineering not going to happen most likely - ACT. Maybe Public Policy.
Are you in or out of state.
Here’s the thing - control what you can. Don’t fall in love with any school.
Schools like Ga Tech are a lottery, especially for engineering. There’s a ton of great schols out there and a ton that will “pay” to have someone like you so you can go for cheap.
Interesting that your interests are so different and that’s ok.
See if you can get your ACT up. It’s still not a guarantee but will help as Ga is not test optional. Where else are you looking- ie what is your match and safeties.

Here’s what hurts you the most:

ACT score. Georgia Tech does not place very heavy emphasis on standardized test scores but still – this is really low, especially for a school that routinely gets applicants with scores of 36 (and often rejects them).

Course rigor. You said you took the highest level courses in almost every subject except science. Almost may not be good enough for Georgia Tech, and it is, after all, a science-focused school, so that’s a strike against you too. As noted above, course rigor is extremely important to GT admissions.
I would completely do away with any notion of applying as a mechanical engineering student. That’s a very hot field and one of Georgia Tech’s best. The school can afford to be extra selective here. As for public policy, well, you can give it a go, but I would t get my hopes up. You should always throw a few reaches into the pot. Having done that, you really need to focus on some matches and safeties.
Will you be an OOS applicant? Most of the OOS students I know who have gotten into Georgia Tech recently have been either valedictorians or salutatorians. I also know an OOS engineering applicant to got admitted to MIT but was rejected by Georgia Tech.
Check out Sections C7 and C9-C11 of Georgia Tech’s Common Data Set. Admission to the COE there is a hard row to hoe for an OOS applicant, unless you have some compelling hook(s).
My question is - It looks like science isn’t your main direction, so why GTech? There are many colleges which are far better for your interests which accept a far higher percent of applicants with profiles like your own.
As others have asked - what is your state of residency?
