If I was to get an undergraduate or graduate degree abroad would this discourage even if I was a US citizen, would this discourage US employers from hiring me?!! Thanks!

I don’t think so, especially if the degree is international in focus (i.e International relations, international economics, international business etc).

It depends on where you go and what you study - in some cases (especially if you’re studying something related to that country or it’s a field that the university is especially known for), it can be a huge advantage. Even if it’s not as strong a connection, it shows international experience, which some employers care about. That said, going to the Caribbean for med school would probably not be the best idea.
