Getting California Citizenship

My friend told me that anyone who's lived in an apartment/home in California for a year qualifies for California residency; is that true?

[University of California - Admissions - California Residency Information](http://www.universityofcalifornia.edu/admissions/undergrad_adm/ca_residency.html)

“To be considered a California resident for purposes of fees, an out-of-state student must have lived in California for more than one year preceding the residence determination date, relinquish residence in other states, show an intent to establish residency in California and demonstrate financial independence.”

But read further, I do not believe you can become a resident whilst taking more than 6 units

The criteria are set up to avoid the case where 100% of the student body becomes a Cal resident and qualifies for the in-state rates.
