Getting In-State Residency for Out of State Student

We live in NJ, our daughter is a going to be a Jr in HS this Fall. She wants to go to Penn State but we can’t afford the out of state tuition rate. Her grandparents and Aunt and Uncle live in Bucks County, PA. We are wondering if she could attend Bucks County Community College for one year while living at her grandparents or Aunt and Uncles house and then become a PA resident and transfer to Penn State as an in-state student for her last 3 years. Anyone know if this is possible?

I won’t say that it’s impossible, but it will be difficult, especially if she is only in PA for educational purposes (which would include attending Bucks County CC). Here’s a link to Penn State’s policy on in-state residency classification:

No it is not possible. You are also trying to defraud the PA taxpayers who support Penn State with their tax dollars.

Also Penn State generally only accepts transfers to main campus in your junior year, whether you come from a branch campus or another university.
