I've heard from many of my friends that getting to public uni, for instance, the top University of California, is even harder than getting into top private unis, like, Stanford or Columbia, for international student. Is this true?
I am planning to apply to a few UC and Michigan, but if it is more difficult, I might change to only the private unis.

Yes, because UCs are to provide education for the Cali students before they even consider international and out of state applicants. If you check out their stats, only2-3% are out of state.

But for private, you stand the same chance as an American applicant, because the tuition costs are equal.

so since I am applying for a Master's degree, would I stand the same chances as the californians (for UC)? or i would still be at disadvantages.

is it the same to all public unis, for examples, U of Michigan - Ann Arbor, or Wisconsin - Madison?

No. You stand the same chance as all international students, which is a little tougher than a domestic U.S. student. However, that is the same whether it is a public or private uni.
