Getting into undeclared despite choosing both the main and alternate majors

I have read that UCI admits into the University first and then into the major. In other words, they accept applicants who qualify to their college but not into their chosen majors (they get into undeclared instead of their chosen majors).

Does this same policy apply to other UCs as well? If so, which ones? I applied to Computer Engineering as my main major and Computer Science as my alternate (I know, not a safety choice at all) but was wondering which UCs might put me in undeclared instead if I don’t qualify for these majors.

The UC’s which could accept you Undeclared if not into either major would be UCSD and UCR. Majority of UC’s admit directly into the Engineering majors and most do not consider alternate majors within the College of Engineering such as CS.
