GMU, UConn, Stony Brook, or Rutgers

Hi all, I'm having an extremely difficult time deciding which school to pick. I think having an outside opinion would be beneficial to my decision.
George Mason University: $2000 per year scholarship; $6000 grant; accepted into bioengineering; accepted to Honors College

University of Connecticut-Storrs: In-state, no scholarship money; denied to biomedical engineering

Stony Brook: $4500 per year scholarship; accepted to biomedical engineering.

Rutgers: No scholarship money; denied to engineering school.

Please take every factor into consideration, not just what I've listed. This includes factos such as quality of education, social life, atmosphere, etc. Money isn't that big of an issue, but it is still a consideration. Thanks in advance for your help.
