GNU/Free software/ Libre software friendly college

I would really like to know about this topic because it is information that I failed to find on the web.
Since I'm not from the States any information helps as to the available classes that teach C, use Latex,
GNU/Linux, GNU Octave etc. Anything general, however any specifics about the use of robotics and GNU/
Linux on an university or the openness of an university towards free software would especially be helpful.

You’ll likely only find official support for Linux from more CS/engineering-oriented universities, but that doesn’t mean i’t’s not widely used. Pretty much any CS department will heavily use linux and you will likely find plenty of people with your enthusiasm for open source.

As for courses on these topics, your best bet would be to look at the course listings for different schools that interest you. Each school’s registrar website should have the course catalog and descriptions available online. Usually, you won’t find a class that explicitly teaches Latex or Linux; you usually learn those on your own (pretty straight-forward) or they’re a tool for whatever the focus of the course is.
