Going back to college / Low GPA

I enrolled in Univ of Cinci's engineering college in 2007 with scholarship and enough AP credits to be a year ahead of my peers in every subject. I did fine for the first two years, but eventually problems with relationships, addiction, and depression became too much to manage in addition to my classes. I also realized I had chosen the wrong major and was disheartened by the rampant cheating going on among my fellow students. I didn't show up for a whole year and as an obvious consequence my GPA is now somewhere in the neighborhood of 1.8.

After spending an unfulfilling year in the working world, I'd like to give college another shot in a major I believe I will find to be more engaging. I assumed I would have to start over as a freshman at the local public university, NKU, but I've been told that I HAVE to apply as a transfer student because I've attended UC and they don't accept transfers unless you have >2.0 and are eligible to return to your previous Uni. I'm not even sure if I'm eligible for return to UC, as I pretty much just left without talking to anyone. I know I got kicked out of the engineering college, but I don't know about the Uni as a whole.

Am I going to have to attend a community college temporarily or something? I'm in need of some real advice so no trolling/flaming please.

Take it to UCinci and they will direct you what to do.

It never really occurred to me to go back to UC, but it sounds like a reasonable suggestion. Would anyone else like to weigh in?
