going CA CC and transfer to UC or USC for different state veteran

Hi!

I am a veteran out of service about 2 months ago. I made my education plan and trying to get some helps.

I currently live in Alabama but I am trying to go college or cc next year in CA such as santa monica college or orange coast college and transfer to other schools.

I wonder if i should use G.I bill or save for transferred school since I’m thinking to transfer expensive school such as USC.
If i don’t use G.I bill, do i need to pay Out state tuition?

Note that USC is a private school whose tuition does not vary between in-state and out-of-state.

No I am not worried about USC. I am planning to go Santa Monica or Orange Coast college first and transfer to USC. but I want to save my G.I bill for USC. in this case, I need to pay my 1st year of either Orange coast college or Santa monica college with outstate tuition right?
