Good ACT; messed up GPA during JR year

As a rising HS senior, I am not sure how to proceed in finding college matches. My GPA is lousy but I have a strong ACT. I lost focus my Jr year.
I am a white male. Possible areas of study: psychology, international relations/affairs. Parents can afford up to 25K. I am willing to work during college to contribute.
Stats:
ACT 31
GPA: unweighted 2.6 weighted 3.4

AP classes:
Amer History
Psychology
English

EC:
Football 2 years
Track 3 years
Cross Country 1 year
Foreign Exchange club (we hosted a student last year)
Community service club

Work outside of school at age 14 for one year to year money for a student trip to Europe.
Work again age 16 to now to earn money for college.

Japanese lessons from age 5 until now (just because I am interested in this!). Went to Japan at age 12 for 2 weeks as an exchange student. Have hosted several students.

Help with some guidance. There is such a disparity between my GPA and ACT!
Thanks.

You have a 2.6 cum? That’s a little more than a bad junior year. With your high ACT you should be able to get into your local directional U. What state do you live in?

oops…2.6 GPA was last semester. Cum GPA is 2.9. Still not good. I live in Illinois.

Maybe Wheaton College? The tuition is a little higher than your budget but could be workable. You can certainly get into SIU.

Thanks for the feedback.
