I'm a junior in high school and right now, I would want to major in cognitive science (or a similar program) with a possible minor in music.
I'm looking for any school with a good cogsci program. It doesn't need to be the best (can't exactly /afford/ the best), but I'd rather it not be horrible.
[As of now, my main option is BGSU--reasonably affordable, offers what I want sort of (neuroscience), near-ish to home, I know people who go there and enjoy it.]

The University of Rochester has a nice Brain and Cognitive Science major. While it is expensive, they are very good with need-based aid if you qualify.

Otherwise, what state are you in and does one of your state schools offer the major? That might be a low cost option.

Are your stats in merit aid range?

I second Creekland. I have heard good things about the University of Rochester’s major inBrain Science
