I took the SAT 4 times thus far and my highest scores have been...
690 Math
790 Reading
I want to go to an Ivy League school like Cornell or Princeton. Do you think my scores are high enough or should I retake the SAT again?

If you've taken the SAT four times already, you shouldn't take it again. At this point, you probably won't see any significant rise in your scores.

The reading score is very competitive; a lot of adcoms like to see high verbal scores because they are less common than high math scores. Your math scores are a little on the low side, but still fall in the mid-50% range for first year students. That said, you stand a decent shot at those places (especially Cornell), but you should work on strengthening other parts of your application (i.e. essays, recs, etc) instead of stressing over standardized test scores.

Also, have you taken your subject tests yet?

I think that score is competitive as long as you have decent extra curriculars and a good GPA. Do colleges care how many times you take the SAT?

No. Not yet.

Well you should definitely take them ASAP in case you need to retake one. You should go to their respective websites to find out which tests they require. I think Cornell's requirement varies depending on which college you are interested in.
