Good GPA but too many withdrawals during a 14 year period...

What are my chances of transferring to a 4 year university?
It all began in 2004 in a dual credit program at my high school with my college. First Withdrawal because I decided to join the military. After 2 years in the service I got sexually assaulted, discharged (honorably of course), and went back to college. Back in 2004 you could withdraw from courses as many times as you wanted without penalties in the state of Texas. Because of mental health issues and life, I was in college on and off for 10 years. My GPA at my Texas college was 3.6 until I transferred to California. In this state my GPA is not so stellar 3.2 and I’ve also been on and off for the past 4 years. I lost count of all my withdrawals and even tough my GPA is above 3.0 I have a feeling that no 4 year university is going to take me. But then again you never know which is why I decided to ask.
