If I'm reading this correct, I have a 1280, If so what is Multiple Choice 39, and Essay 8 Mean? Do I add those numbers as well? I'm not one hundred percent sure how to read this, or even if I should be happy, sad, or even how schools will view this. Please help!

I'm not sure where your scores put you as far as percentile rank - that shows up on the page with your scores. That would give you the clearest idea of whether your scores are where you need/want them to be.
As far as the 39 and 8 (sorry - I may not have that right), they are the breakdowns for the writing section. The 39 is out of 80 possible points, and the 8 is out of a possible 12 points.

It appears the schools I desire are too far out of my reach, I will re-take the test, I just hope I don't have a nervous breakdown before then. The results show that my safety school is the only one I may even have a shot at.

Have you taken the ACT? Some do a lot better on one than the other, and you might do better on the ACT. Maybe you could take the ACT, then focus on preparing for the one that you will do better on.

Then go ahead and apply to the schools on your list. If your GPA is good, that will make a difference.

I registered several weeks ago for the ACT, and SAT II, I hope these help me. My GPA as of the last known report was 2.714 and expected to rise to a possible 3.0. UAF is an Open Admissions college, what is meant by this?
