My son had some issues when we moved between his sophomore and junior years, his GPA dropped from a 3.6 to a 3.2, but all of his classes are challenging, AP or honors and by the end of his senior year will have completed the highest levels of math and science offered in this small town. He is lacking a foreign language because the tiny school only offers Spanish 1. He failed English (he's making it up in night school) but got high grades (B or above) in everything else.

He just got his SAT scores, a 700 in math, 630 in reading and 580 on his essay (he is a physically slow writer and didn't finish).

He intends to go into engineering.

Is that good enough to get into a state university, such as Oregon, Colorado or Washington? His ideal/dream college is U Colorado.
