Good SATs, not so good grades..where to go?

Can you suggest urban schools for a smart student with 2200 SATs but only a 3.5 GPA (unweighted)? My daughter spent more time reading literature (unassigned by school -she's very intellectual) but not enough time getting As in math/science. What would be match schools for a student like this? All honors/APs, good ecs - lots of work tutoring kids with HIV, lots of drama even out side school (participates in an adult professional improv group). Is afraid she'll end up at a school with kids who are not intellectually oriented, due to her grades. Must be in or near a city, preferably East Coast or mid west. Help!

University of Chicago
Johns Hopkins
Carnegie Mellon
NYU
U of Rochester
Boston U
Macalester
Swarthmore
Haverford

Only?

There's nothing wrong with a 3.5. It's actually pretty good especially combined with her nice SAT score.

If she's willing to try the west coast, USC would be a good fit. My son is in an improv group on campus that is considered a club and gets money from the student government.
