good standardized test scores low gpa

so ive had a rough time throughout high school, with an unweighted gpa of 2.6. while its a pathetic gpa ive got pretty solid test scores. 690 math 670 reading and 590 writing on sats and i just retook them and im confident theyll be a bit higher. 31 on acts with a 35 in reading 31 in math 30 in science and 27 in writing. recently i went through a series of educational tests and it concluded a case of ADD. i scored extremely high on the iq section, 143 full scale or top %.2. my reccomendations are from teachers and a guidance counsler who all are aware of this situation and know my potential versus results. i am hoping that a combination of high test scores, and very good recommendations will be enough for colleges to take a risk on someone with a low gpa. i am a resident of texas although i will be graduating from a highly competitive ct high school. the schools im looking at are

texas tech (garunteed admissions through assured admissions program)
texas a&m
virginia tech (early decision)
penn state
U maryland
U wisconsin
Stoneybrook
Binghampton
U deleware
Uconn
RIT

what might my chances be?

I dont know all of these but you have a 1950 SAT and a 31 ACT which is good. your ACT is higher on the scale still though. You have a 2.6 GPA which translates to a C+ average just below a B-. Good reasonable recommendations might help. I know a lot of people with severe ADD including myself and my entire family and I dont think this is a hook, especially since none of us are medicated. The high school you attend is a plus. so based on the schools I know heres where Id put you, keeping in mind Im no admissions counselor here.

Texas A&M-reach
V-tech- low reach
Penn State- Match
UWisconsin- High reach
Udelaware-match
Uconn-low reach

chance back.
