My weighted GPA for freshman and sophomore year is about a 4.55 (I took all honors courses, no APs). Junior year, however, my weighted GPA was a 5.0. Do high schools average this in with the first two years (if so I would have ~4.75)? I feel like a 4.75 is too low for Penn but I got a 5.0 junior year.... is that enough?

… I hate you.

Cumulative GPA = #Value points / credit hours. In each class, you take the class’ weight and multiply it by the number of credits; for example, if you receive an A in Honors Biology and it is out of 5.0, then 1.0 credit X 5.0 = 5.0 value points. Add all the value points up and divide by the total number of credits. If that is how you received a 4.75, then yes, that is what Penn will view. BUT they will also see your transcript (ie: all your grades) and will notice your trends. They care about YOU in the context of your environment. Hopefully, you take the most rigorous courses available to oyu.
