GPA dropping due to summer classes, need some insight for graduate school

I am currently an incoming junior undergraduate student studying Political Science. Before summer school, I had a 3.94 GPA. I took summer classes thinking COVID-19 would not effect my ability to do well in these classes, however it turns out that that was not the case and I came across some unexpected hardships. I am taking two classes and expect to get nothing higher than a C in each course, which will drop my GPA a lot. I was interested in applying to some prestigious universities for my graduate studies but I am worried that C’s on my transcript will ruin it for me. Is this the case? Should I take the bad grades or withdraw from these courses?

Are the C’s in major related classes? Generally, your back half is more weighted. However, because grad school decisions are more at the department level, they can be highly variable.
