IMO for sure. Not even close. Lots of people have 4.0 and perfect scores.
More important at MIT than Stanford. In fact, all 4 members of the USA IMO team last year who were graduating are now at MIT, I’m almost certain. And in the Putnam these days it’s not really much of a horserace anymore. MIT really dominates.
Sir but I am won 2 IOI Medals a bronze and silver respectively with perfect SAT and Indian 90 percent I think it’s low tell me how it stands in GPA I am following CBSE pattern also, With that small stats do I have any chance to make into MIT Or My Dream Stanford

Here’s the reality - your chances as an international applicant are much lower than that of an American student to almost all top US universities. As an example, MIT: Int’l acceptance rate = 2.4%; domestic acceptance rate = 7.9%

Now 2.4% is obviously greater than zero. But nobody here can tell you if you can be part of that 2.4% Good luck.
An IOI medal, high SAT and great grades are the start of a very good application, but those alone won’t be enough. You’ll need to demonstrate English proficiency (different colleges have differing requirements, but a 100 on the TOEFL appears to be a consensus minimum) and have other attributes the colleges are looking for - personal qualities, community engagement, etc.
