GPA question for ex-IB student

Hello, I am a junior who desperately needs to get consulting for GPA. This will get really long, so I apologize for this long explanations and questions:

Currently, I calculated my unweighted GPA, and it's app. 3.27. It is extremely low due to my freshman and sophomore year's grade from my previous international school.
The thing is the faculties graded student bodies the essays and test brutally; most of students got Bs and Cs. Every year, there were barely 2-3 students who got straight-As out 100 students... Moreover, I think I was being discriminated against my English teachers because my English teacher gave me an excuse for giving me C that the highest grade I can get is C because I'm not a native English speaker... Okay, so after I left that international school in January of 2012, I heard from my friend that the students' parents had a petition to urge teachers to go easier on students. IT WAS THAT BRUTAL.
The problem emerges here: As I mentioned, my current unweighted GPA is app 3.27-- It cannot get higher significantly, even if I get straight As in my first semester of senior year. Moreover, my current high school is extremely competitive that more than half of student bodies have more than 3.5 unweighted.
It's surprising, but my GPA range was pretty decent from my previous school, but in my current school, you can say that my grade is at a bottom pit. This will be a huge hindrance when I apply for college since I want to go to University of Wisconsin or UIUC at least... How should I deal with this problem? I feel really dejected and devastated because I HAD TO SUFFER ALL THOSE TREATMENTS FROM MY PREVIOUS SCHOOL AND AM NOW IN REALLY COMPETITIVE SCHOOL THAT I AM NOT EVEN SURE WHETHER I CAN GO TO COLLEGES I REALLY WANT TO GO. How should I deal this dilemma?

Does your previous school have a profile? What the profile will show is distribution of grades for each course. If not, you could also have your previous school’s GC and current school’s GC write a recommendation letter for you to explain the situation.

My daughter moved beginning of junior year. The new school had a hard time converting her old school’s GPA to new school’s GPA, so some additional explanation was necessary.

Thank you, Oldfort, for your reply. The bad thing is, since we don’t have professional college counselors, they didn’t post any stats for class averages or rankings. (It was even to the point students I didn’t know how to calculate the GPA in freshman/sophomore year…) Fortunately, in my current school, counselor told me that she will add comments for explanation of GPA. However, even if we add the explanation, wouldn’t it severely affect my probability of getting into college?

bummmmmmmmmmmmmmmp?
