I know that Nov 1 is when normal apps start but I'm assuming you list your GPA at that point in time which would be the GPA at the end of Summer 2012. Does an applicants GPA at the end of Fall or Spring get factored into admission? Say you have a 3.2 at the time of applying but after the Fall semester your GPA rises to 3.3. Does the 3.3 even matter or help out? I'm aware for TAG as long as you get accepted and maintain a certain GPA it doesn't matter but I was curious about applying for the others.

Lastly, do UC's care about the non-UC/overall GPA or strictly the UC GPA? Thank you.

Yes, the GPA at the end of Fall gets factored into your GPA for admission. Those are the last grades the UCs will ask for before making a decision.

After you apply in November, you have to update your application in January with Fall classes and grades. That’s when they’ll determine if you’re qualified or not. UC will only look at your UC transferable GPA. They don’t care at all about non transferable classes. You can only TAG to one school.
