Is it hard transfer if you have a low SAT score... but a high college GPA?

depends the school

top 20 schools are all looking for competitive SAT scores, 1400+ should seal the deal.

I'm looking at Umich and Babson College...

How many credits do you have? Some schools dont even require HS transcripts or SAT scores after you've accumulated a certain amount of credits. Generally, the more credits you have, the less the other scores are weighed. Go to the websites and see if you fall in any of these categories. Hopefully this helps a little.

I have never heard of a college not wanting your HS transcript? I would think that having your HS transcript would always be required.

AS.

Nope..smetimes proof of graduation is all you need. Just think, what would a HS transcript prove for someone with 60 college credits?...

And just to prove my point, Indiana University (Bloomington) only reviews your HS transcript if you have LESS than 26 semester credits. That's just one of many examples...do a little research on it. It might help a little

I have around 40 something credit....When do you think its the best time to apply to either babson or Umich?

Apply to UMich as early as possible, I believe they are rolling admissions. The earlier you apply, the quicker you find out. Plus it gives you more time to fix all the inevitable app screw ups...missing recs...transcripts, all that jazz. I'm not too familiar with Babson though. The website should give you an idea.
