Or his school's just incredibly tough.
The Honors classes at my sister's old school were tougher than the AP classes at my school.

STLFan2003- u realize physics C is not the typical AP test where getting a 4 after studying for 2 weeks is IMO, pretty decent.

our honors class are pretty hard we cover most of the AP curriculum for chem (Chem is easy anyway) and the teacher encourages half the class to take the AP, like 3 out of the 10 people who took got a 5, the rests are 4

AP physics was actually harder than i thought but i chose to concentrate on certain big topics while overlooking the small ones in those 2 weeks, and my math background helped me a lot in free response where I basically used to formula sheet and the symbol translation sheet to answer the questions..basically i was just looking for variables given and variables missing and look for the right formulas..which is pretty easy

math has always been my strength so the BC test is actually pretty easy after the 2 weeks of crunching IMO

but overall our honors curriculum is pretty tough, considering I got a B+ in honors chem while getting a 5 on the AP
