<p>It’s not worded correctly. I would change ‘the most number’ to ‘a majority of the.’</p>
<p>“the most number” just sounds weird. When you tackle these grammar questions, half of the guessing process is just speaking it to yourself and determining how it sounds. That’s why internationals have problems on the SAT sometimes – English isn’t their first language so they don’t understand questions that deal with idioms and other expressions similar to these. </p>
