Grammar question

The museum (is submitting) (A) proposals (to several)(B) foundations (in)(C) the hope (to gain)(D) funds to build a tropical butterfly conservatory.

Answer is D but I thought C. Can someone help me out here?

I think it should be "in the hope of doing sth".

c112112,
I think u are right. Idiom problem here. I hate idioms

yea, i know people discourage this method, but some things really do "sound" better than others. "in the hope of gaining" is one example of this. On a more concrete level, i think that two linked prepositional phrases are more common than a prepositional phrase with an infinitive phrase in standard english.
