<p>Unfortunately, the opening of the new library complex, (previously) (scheduled for) next September, (would be) delayed for several months (because of) construction difficulties. (No error.) </p>
<p>the error is would be. but couldn't "has been" and "will be", although complete different in meaning, be suitable replacements?</p>
<p>For the 1st sentence, I think that allows the sentence to be grammatically correct, but I would appreciate it if someone could elucidate how "is that" is used in a sentence. </p>
<p>I think that sentence can also be arranged as "One result of the new contract is the fire department's no longer offering overtime pay on the weekends."</p>
