Yes, I agree. I lived in Austin, TX for a year and really enjoyed it. I spent the summer with a hotel rental space paid for by my job as a consultant right near Congress St. downtown. You could hear the concerts from the 10th floor of that hotel down below. The variety of music genres went very far - country, rock, disco, hip hop, 80s, 60s, classical, etc.
An in-person visit to the school might be warranted, if you are stateside at a convenient time.

If he likes Austin but doesn’t have the stats for UT, try St. Edwards. Texas State is also close by and has a nice jazz program.
