Green Card (Permanent Residency) Citizen OR International?

I am rising senior looking for US college.

I attended public high school (size=500 per grade) in US for all four (past three years) and trying to apply to college coming fall.

Is green card holder still considers as international?
It's pretty important because international SAT average is significantly higher tha the SAT for citizens.

I would be pretty discouraged if I would be considered international

Some my stat if anyone want to see.
UW GPA 4.0 (all A’s) (Rank 1/510)
Weighted GPA 4.99 (Rank 5/510)
Took 8APs (three 5’s one 4; Haven’t seen 4 scores that came out on July) Taking 5 more in senior year
EC: Three time class president
Swim Team Captain
SAT: 1900 (Need to improve a lot; I have got 2150 on recent practice test)
SAT II: 800 Math II 760 Chem 800 Japanese

A Green Card holder is treated exactly the same as a US citizen for admissions and FinAid considerations. I was in your seat as well and rec’d all the benefits afforded to full US citizens

Another issue is whether u are considering a public university. The tuition cost for a public university will differ ENORMOUSLY if you are an in-state vs. out-of-state applicant.
