Our Greencard is "pending." Realistically, it should come down mid-August. However, it was "supposed" to come down in January.

I will be a high school senior applying to college. The earliest due date of any of my applications is Nov 1.

My question is, if the Greencard doesn't come by Oct 29th, should I send in applications as a permanent resident and hope that the card comes soon or should I send them in as international resident?

What would be the advantages/disadvantages of either?

NO.. u CANT send them an application as a PR if u r not.. well i had this question qnswered by an adcom and they say u wont be able to get admission as PR if at the time of applying to the university u arent one..however in any later stage of time u do get ur pending status confirmed and thereby approved greencard then u have to inform them and ask for a change which will be brought to effect onlt the next semester so well wont help in the major admission game

well though since u r so close to the date.. what u can do is apply as an international student( u cant apply as an expecting Permanent resident).. and well if u get ur greencard before january 1st u can update the college and change ur status as well admission files are analysed and read starrting february..

you can give them your alien application number and tell them your situation ( your alien application number becomes your greencard number btw) .

thats what i did with my schools and your situation is slightly better than being an international student.
