Are there compromises in her wish list that would be acceptable as a trade-off to get to your budget with merit?

I just wanted to address one part of your question. If you are eliminating schools that do not have application fees and do not have supplemental questions then you are eliminating a whole lot of really good options. I highly recommend that you reconsider this. You may be able to get a waiver to the application fees if you are low income. As for the supplemental questions, most high school students are extremely busy, they just have to squeeze it in. It’s too important not to. I certainly can sympathize that it’s a very high workload in senior year and an incredible amount of stress for students.

In the New England area, we found that Wheaton College gave excellent merit (40K) and also Roger Williams University.

Basically with her grades and scores in IB it appears she can trim off up to a year which opens up another $25k.

She is open to generous merit schools that are medium to large in size.

We are not opposed to fees whatsoever and yes with IB she is very tight on time. She was hoping to expand her applications beyond whatever her top picks are (once finalized) to some that may be less time consuming and more generous. Thank you for the NE tips I sent them to her.

Most merit requires supplemental essays, yes, the college application process is VERY time consuming. Does she have a gpa for all of her years at HS?

We don’t have her transcripts yet I would guess 4.0. Grading in Spain is quite rigorous and her school specifically prides themself on being “rigorous.” Many schools here have quotas of students to fail. it’s very different from the USA. Students who get 4.3 in the USA get 3.3 at her school and most leave and go back accordingly.

As @Mjkacmom said, most merit requires supplemental essays and occasionally interviews (typically competitive merit). Merit scholarships usually have earlier application deadlines so pay close attention to that and prepare your D. My D applied to a school RD (Jan 1 deadline) but had to submit the application by Dec 1 to be considered for the scholarship. It was a LOT to juggle last fall.

Since you don’t have transcripts and her grading will not be the norm, can you find out her class rank? That will help put the GPA and rigor in context at her current school at least.

I will have the transcripts soon waiting on GC. Thanks for tips we will plan to get started early on those schools.
