Depends what you want and who you ask. I can give you criteria that make both better than the other.
For IR and poli sci? GW
For engineering? BU
It depends on what you want. Overall though they’re pretty equal although I think BU is a bit more selective and slightly more prestigious
Also, have you visited both? Even though they are both urban schools, I found them to each have a different feel. YMMV
