<p>If you’re in the COE already, transferring among majors in the COE is doable if you have pretty good (for COE standards) grades. Aim to have at least a 3.4-5, and you’ll very likely get the transfer options you want within the COE. Note that transferring into the Engineering College from outside, however, is very tough.</p>
