I found some statistics online that showed only 16.3% of students were out-of-state and 75% were Ohio residents. Is it harder to get in as an out-of-state?

New freshmen: 7,186
Ohio residents: 5,428 (75.5%)
Domestic out-of-state students: 1,168 (16.3%)

I think that OSU is looking to add to the diversity of its student body. This includes geographic diversity. I read an article a while ago about how OSU is trying to lure in more out-of-staters, so, as far as I know, an OOS applicant has just as much of a chance as an Ohio resident. And obviously, the higher your stats, the better your chances. (:

I agree with ReallySleepy, I believe tOSU is trying to enlarge its OOS population. It does have the National Buckeye Scholarship which is good for $12,000 a year, renewable. And its only available to OOS students. It really takes a lot off of the cost.
