Harder to get into UC from out of state?

Is it harder to get into a UC from out of state? The obvious answer is yes but what do you guys think? Any of you guys applying to a UC from out of state? If yes, which one and where are you from?

Im applying to UCLA and I am from Virginia.

why would u.. ask a Q if u alreayd know the asnwer?

According to the US News & World Report book, UCLA is the one UC that doesn't consider state residency in their admissions process.

Yes,

UVA is excellent; wish I were in VA

Well, they're public universities and I was under the impression they had to give priority to California residents because they/their parents pay taxes. Pretty straightforward. UCLA is probably the most open.

But UCLA also has the lowest acceptance right I believe.

uc berkeley has the lowest acceptance rate (23%ish) and has always been wayy harder to get into..(however, for some reason ucla rejects alot of 2100's, but that's just from looking around collegeconfo)

secondly, it's pretty difficult for oos students to get into uc's unless you're packing heat with a 2100+. California residents are given priority, im afraid.
