Harvard college

I know that on Harvards webpages are all these requirements;

SAT

3x SAT II

TOEFL for non-english

Recommedations + essays

But what does Harvard REALLY require? Where is the line between admitted and rejected?

Haha, I doubt anyone knows that. But there is no fine line between an accept and a reject. They look at your application holistically.

If you read thru many of the posts on this site, you'll see that the ultra elite and highly selective (Harvard's admission rate was under 9% this year) will consider viable candidates those that show rigorous academic performance and potential, demonstrated leadership and other talents (extracurricular (outside the classroom) activities). You'll also need to perform fairly well on the SATS. Your recommendations and essays will be able to tell the readers what type of person you really are.

Even the very, very qualified are routinely rejected. You must prepare for that.

By the way, are you applying to Harvard because it's the "best" school? What other American schools are you considering. If you're just going for the name, then you may be very disappointed.
